There is nothing that will prevent someone from connecting PCs with the
same static IP addresses configured on them. Obviously this will then
cause you communications problems.
However, you can configure your DHCP server with a conflict detection
value. Before the server issues any address by DHCP, it will first ping
that address x times (where you specify the value of x). If it receives
a response by ping, then it will not assign the address.
Of course, this system breaks down if hosts are configured to not reply
to ping requests, but I think that you get the idea. This is certainly
a good first step.
