Windows Server 2003 causing very slow ping rate

I have an issue with my Windows Server 2003. Whenever it is plugged into the
network my internet connection slows to an absolute crawl. Ping rates go
from 24ms to 1700ms. This is causing major problems for my TS users as well
as any work needing to be done online. The problem server is running our
Exchange and TrendMicro Anti-Virus so obviously it needs to be plugged in.
Any obvious reasons why this would be happening?

Hello Micah,

Please describe more in detail how your netwrok is built, one site or more?
Connected via switches, routers hubs, etc.? Also describe your ip setup for
the servers, one or more sudnets?

Just a thought ... open up Exchange System Manager, drill down through
Administrative Groups to your server, and look at your Queues. Are they full
of lots of non-delivery messages? If they are then your server is being used
as part of a reverse NDR attack to delivery spam
(http://www.cryer.co.uk/glossary/r/reverse_ndr.htm).
