Don't know where this idea comes from. Just about any Windows computer can
share its printer, even in a domain environment. If the computer is not
joined to the domain because its OS is less than Windows 2000, it can be
kind of a pain, but even Windows 98 can publish shared printers in Active
directory - See:

Windows 2000 Professional makes an excellent print server - see:

There might be some administrative or other reason for having the Server
manage all print jobs, but this is not because client machines are unable to
share their printers.
