Windows Router isn't responding on Cisco router requests

We have got some clients requesting a DHCP IP address through the Cisco router.
This router has DHCP relay enabled.
It is forwarding the DHCP request as a directed broadcast to the DHCP server.
Between the Cisco router and the DHCP-server there's our Windows router who
isn't responding correctly to the cisco router.

I'v run Ethereal on the Windows router and it shows the following:

Broadcast from Cisco Router, Protocol ARP, Info: Who has 10.6.0.2? Tell
10.6.128.1.
Reply on interface loop from the Cisco Router.

Nothing else.

10.6.0.2 is the IP of the DHCP server.
10.6.128.1 is the interface of the Cisco router connected to the Windows
router.

Why isn't the Windows router responding to the requests of the Cisco router?

By the way.

On the other interface the Windows router also sends out an arp request for
10.6.0.2 and gets a responce saying it's located at the 10.6.0.1 interface of
the Windows router.

But why isn't the Windows router sending this information back to the Cisco
router?

Before this is finished, no DHCPoffer, DHCPack etc. will happen

Some info:
Subnets:
10.6.0.0/19

Subnet 1, 10.6.0.1 t/m 10.6.31.254 Where DHCP server is
Subnet 2, 10.6.32.1 t/m 10.6.63.254 Clients requesting DHCP IPaddress
Subnet 3, 10.6.64.1 t/m 10.6.95.254
Subnet 4, 10.6.96.1 t/m 10.6.127.254
Subnet 5, 10.6.128.1 t/m 10.6.159.254 Subnet between Cisco and Windows router
Subnet 6, 10.6.160.1 t/m 10.6.191.254
Subnet 7, 10.6.192.1 t/m 10.6.223.254
Subnet 8, 10.6.224.1 t/m 10.6.255.254

So everything has a SM: 255.255.224.0

DHCP Server:
IP: 10.6.0.2
DG: 10.6.0.1

Windows Router:
IP1: 10.6.0.1
IP2: 10.6.128.2

Cisco Router:
Int1: 10.6.128.1
Int2: 10.6.32.1

Why not a static route on the Cisco router?
