Windows ME: using Hyperlink.

I cannot connect to a remote computer using Hyperlink,
because "Hyperlink" set up prompts me for a telephone
number. The Network I am trying to connect to does not
have dial up service. They have given me an address in
this format: xx.xxx.xxx.xxx
My ISP does not offer that capablility. Is there another
way I can access that Computer using the address they
provided?

This looks as if you need to set up VPN (Virtual Private Networking)
