Windows ME cannot load Winsock

I am not able to run ping, winipcfg on Windows ME. Error
msg in DOS prompt " Unable to initialize Windows Sockets
interface, error code 0."

Amazingly, the computer can still access share folders
with other PCs on the LAN (Mshome), but accessing internet
connection from a ICS host (XP Pro) on the LAN failed.

Have did a thorough research on Microsoft Support site, to
no avail. The closest I get is this Article Q131353, but
not applicable for WinME.

I also hve try re-installing TCP/IP, selective start-up
(msconfig) and virus chk.
