Windows FTP Client 425 Error

Hello all,

I am attempting to connect to an FTP server using the Windows FTP
client. I'm running Windows 2003 Enterprise SP1. This is something
that I've done several times in the past. I recently rebuilt my
Windows 2003 server and I am suddenly unable to connect to my FTP
site. I get error 425. I have already tried using QUOTE PASV - it
does not work.

The strange thing is that this used to always work for me. I have two
other computers on my network (Vista and XP) and they can both connect
and transfer files. Since that is happening, I do not believe this is
a firewall or router related issue.

The problem seems to be specific to my new copy of Windows 2003. I
even used Virtual PC 2007 to create a Win98 virtual PC. I can
successfully download files via FTP using the Win98 PC, so it must be
a Windows 2003 setting somewhere.

The Windows Firewall is disabled. I've found several posts that deal
with error 425, but nothing seems to help.

Any ideas???

I still can't seem to get around this one. After testing a variety of
things, I'm sure the problem is something to do with Windows 2003
network settings (somewhere). I've completely disabled the Windows
Firewall, and I am able to get through my NAT firewall on all other
boxes + virtual PCs even running on the host Windows 2003 computer.

I've read so many posts about this issue, but nothing has helped so
far. This has to be a common problem...can anyone offer a suggestion?
