Windows Firewall vs. TCP/IP filter

Hi,

Windows 2003:
If I turn on the Windows Firewall, defining only port 21, 80, 443 and 3389
as open ports, can I turn off TCP/IP filter completely on my webserver?

The thing is, that with TCP/IP filter activated (include allowing above
ports), the FTP upload from a client to this server is terribly slow.

Is the "firewall only" version less secure?
Or does anybody know the reason, why FTP is this slow?

I don't know the reasons. I would disable it and use firewall only.
