windows / crash when IP changes ?

Not sure quite what might be causing this, but my win98se seems to crash
when the "external" IP address changes to my router (explorer.exe bombs
and I get to keep some gui capability for a few seconds afterwards, then
it needs a hard reset)

As far as I can tell it doesn`t do it all the time, but often enough to
leave me perplexed at the random crashing - I just put 2+2 together
following a reboot when I got a message from a program I use to update a
dyndns IP saying my IP had changed, and it occurred to me that i`ve seen
it before following a reboot after a random crash.

Anyone had similar, or have any suggestions ?

According to my router it shows a connected time of "1' 11:05:40" but my
IP gets checked every 20 mins and I know it`s only just changed.

The only thing I can think of is the IP update program, which has an
"offline IP address" setting of 0.0.0.0 which as far as I know has never
caused a problem before, even on dialup where I was reconnecting every
couple of hours (I use KVTek yipost to update my IP). I`m not even sure
that part of the program works.

Looking at a record the router keeps of the connected time / IP address,
the "connected" time above seems to be accurate, so I wonder if it`s the
IP update program partly at fault and not updating as it should...

That kinda blows the IP change theory out of the water as well :-/ so i`m
none the wiser at reaching a solution :-}
