Which network printers are available is a per-user setting. If you install a
network printer as User A, it needs to be installed again for User B.

What you can do, is install the network printer as a local printer. Don't
physically attach it to the PC, but instead go to Add New Printer (as
Administrator), Choose Local Printer but untick the Automatic box. Then
choose "Create a Port" and choose Local Port. For the Port Name, type
"\\printersharedname\queuename" to match your printer. You might be able to
get away with "\\192.168.0.220\binary_p1" if you have a static IP and the
printer emulates HP print queues (many printers do - don't know about yours).
Point the wizard at the drivers when requested, and that's it - the printer
should be available to everyone who logs in to that machine.
