Windows 98 Client Logon From Subnet

I am in the middle of an upgrade from Windows NT to
Windows 2003 Standard. I began by upgrading my PDC to
Windows 2003. I then added a new server with Active
Directory to the Windows 2003 domain. I have two
remaining servers running Windows NT and acting as BDCs.
I have three locations, each on their own subnet. When my
updated PDC server is running, the Windows 98 PCs on the
subnet where the servers reside can log in with no
problem. However, the PCs with Windows 98 on the other
subnets cannot find the domain server. When I shut down
the upgraded PDC, everyone can logon. Does anyone have
any suggestions?

On the Win98 Clients:......
Make sure the Win98 Client has a WINS and DNS Server listed in its Network
settings or gets them from DHCP. You also want "Netbios over TCP/IP"
enabled.

I verified that WINS and DNS are set up correctly.
However, the "Netbios over TCP/IP" is grayed out. Does
anyone know why?

Is DHCP running on the other subnet where win 98 can not log on? DO those
win 98 clients use DHCP to
obtain the IP address?
Also is DHCP running on the upgraded win 2003 PDC?
