Windows 98 change password

I'm running a full Windows 2003 server domain and
everything works great with Windows XP clients. However
we still have some clients running Win98SE and on most
systems everything works ok on them as well. The problem
is that some users are unable to change their passwords
when they expire and get the following error.

"Device does not exist on network"

What could cause this and does anyone know what I can do
to fix it?

Can they manually change their passwords in control panel? I haven't done
this for ages (and not on an AD domain) but I know it worked on NT4
domains....
