Something is preventing the Windows 98 box from communicating with the
router.
It could be a bad network card, cable, or router port.
It's possible that the network card is configured to automatically
sense the right speed and duplex settings but is failing to do it.
Try explicitly configuring it for 100 Mb, full duplex, as shown here:
