Windows 98 can't be connected from windows 2000

One of my Windows 98 can't be connected by windows 2000
from network neighboorhood ,and it responses the
error "Account have no right to logon from this site" But
windows 98 can connect to each other with no errors.

Does anyone know what is the problem ?
