Can I use the "How to configure an authoritative time server in Windows
Server 2003" article to do the same thing in Windows Server 2008?

Hello FB,

On the Dc with the PDCEmulator role run:

w32tm /config /manualpeerlisteers /syncfromflags:manual /reliable:yes /update

With "peers" you can set the time source, either DNS name (time.windows.com)
or an ip address from a reliable time source.

Here you can find some of them:
http://www.pool.ntp.org/

Make sure port 123 UDP is opened on the firewall.
