Windows 2003 VPN L2TP connection and Licensing??

Looking some help with a VPN setup.

Presently a Windows 2003 server has been setup to connect VPN users to our
network using L2TP and Certs. Each user is able to connect to the network
without any problem. The problem is this; the VPN seems to be limiting so
only 2 Users to access at the same time.

I am assuming this may have to do licensing and would like to confirm this.
I have looked around the Microsoft web site but haven't seem any mention of
licenses that are required to connect VPN users.
If it is a licensing issue do we just more standard CAL or are the Terminal
Services licenses what I need.
I would appreciate any help on this, Thanks in advance.

You do not need a client licence to connect by RAS/VPN. You do need
client licences for Terminal Server.

If you want to use Terminal Services after you make the VPN connection
you need to configure TS and purchase TS licences. Remote Admin only allows
two connections.
