Windows 2003 SP1 network hang issue

Hi Guys,

I am having an issue with workstation not being able access the server (DC
with Exch 2003).... They will be plotting away happily for maybe a day or
two and then without warning the clients will crawl to a halt and can't
access things on the server..

Also group policys will not work and when this happens.

Clients get Event ID: 1000 Source: Userenv
Windows cannot establish a connection to centracks.com.au with (0).

Also I can still access file shares and remotely access the server. (e.g. I
could access the \\domain.com.au\sysvol\domain.com.au\scripts but not
\\domain.com.au\sysvol\domain.com.au\policies

DHCP servers on other sites are getting the following error aswell:

EventID: 1051 Source: DHCPServer
The DHCP/BINL service has determined that it is not authorized to service
clients on this network for the Windows domain: domain.com.au.

FRS on member server on other sites are reporting the following:

EventID: 13562 Source: NtFrs
Following is the summary of warnings and errors encountered by File
Replication Service while polling the Domain Controller
\\servername.domain.com.au for FRS replica set configuration information.
Could not bind to a Domain Controller. Will try again at next polling cycle.

Can't figure it out or find any information on the problem.

At the moment I can only get it all back up and running happily by
restarting the server.

Any direction would be a great help or if you need any more detail please
contact me... thanks

Have found the the KB article 898060 relating to windows 2003 SP1 and
networking. Do you think this problem could relate to this. All of the
effected clients are connected Via ADSL through a site-to-site VPN
