Windows 2003 Slow Response

I recently replaced the machines of two of the domain controllers in our
organization. For some reason, all communications with 1 of the new domain
controllers from my Windows Vista workstation is extremely slow. I can load
up a Windows XP instance inside of Virtual PC from this same machine and the
domain controller responds normally. In addition, I have noticed that when I
remote desktop to the server, if I use my mouse to try and navigate around
the desktop, response is impossibly slow, but if I use only keyboard keys to
navigate, everything seems to respond at normal speed! This is extremely
frustrating and I don't even know where to start, please help!

Is this SBS 2003? If so, read this that a friend of mine had to deal with:

I did the following on one of the laptops before un-joining it from the
domain:

netsh interface tcp set global rss=disabled
netsh interface tcp set global autotuninglevel=disabled

And rebooted the machine. No more slowdowns!

I can confirm that this fix applies to W2K3 Server too, not just SBS.

This worked for me as well! One thing that is still somewhat unusual about
this for anyone in the future who might read it was the machine giving me
grief was a completely fresh machine. I have other W2K3 SP2 machines in my
domain that were not acting the same way. Perhaps there was some earlier
patch applied to the other W2K3 servers that was required that this one
didn't have?

I manage many W2K3 servers with SP2 and only one was giving me this problem.
Even more strange, the server has 2 NICs and the slow response was only for
one NIC (Intel PRO/1000 PL) not for the other one (Intel PRO/100+).

Thanks gentlmen, it seems that I learned something important today, that
this is not just for SBS. Hmm... I'll have to keep that in mind.

As for the dual NIC machine, is it a DC? Usually we highly highly recommend
a DC to not be multihomed, since it can cause similar issues with
authentication lags and connectivity issues due to dual DNS entries and
other things. There are ways around it, but for the most part it's easier
and more efficient to just single home a DC. If it's a member server, that's
ok.

Ok. Usually not recommend multihome a DC unless the NICs are teamed.

Maybe the Intel PRO/1000 PL has an issue with the switch or driver? How
about switching NICs around and see if the same physical NIC is causing the
issue. If not, it may be a DNS misconfiguration, or something else. Can you
post an ipconfig /all of this server?

I can't believe that the problem is in the server beacause:

1- XP clients did not have the slowness
2- Typing > netsh interface tcp set global rss=disabled > netsh interface
tcp set global autotuninglevel=disabled on the Vista client solved it

So the problem must be on the client side, right ?

Apparently it is a problem on the client side. I hope a fix comes out for it
soon.
