Windows 2003 Server Remote Desktop issue

Issue:
Unable to get Remote Desktop working on this particular W2K3 Server

Steps taken:
-System Properties:Remote:Remote Desktop:Enable Remote Desktop on this
Computer
-Attempted to connect by name and by IP using Remote Desktop Client on
another Windows 2003 Server - Received message: "The client could not
connect to the remote computer. Remote connections might not be
enabled or the computer might be too busy to accept new connections.
It is also possible that network problems are preventing your
connection. Please try connecting again later. If the problem
continues to occur, contact your administrator."
-Tried using telnet to port 3389
-Ran netstat -a and did not see port 3389

Not quite sure what the deal is. I have spent way too much time on
Google looking for the fix to this, so any help would be appreciated.

Also, there are no errors in the event log.

check the registry to confirm the rdp port the server is listening on:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Terminal
Server\WinStations\RDP-Tcp

look at the value for "PortNumber"

You may want to check that you can ping the host, and also if the port has
been forwarded to the IP of the server through your router
