Windows 2003 server and Wing.dll

I have an 16-bit program which uses WING.DLL. WING.DLL seems
not to be runable on a Windows 2003 server.
On a Windows 2000 server it works ok. Has anabody same experince
and /or can anybody explain why WING.DLL should stop working?

Wing is a part of a graphics library for Windows Applications,
now replaced by DirectX.
