Windows 2003 Multihomed Server Persistent routes

We have a Windows 2003 server that has 2 NIC cards with a persistent
route set to go out the second card. The trouble we are having is that
whenever we reboot the server the route stays in the table but is now
set for the first NIC. Any help welcome.
