Windows 2003 DHCP with 98 clients

Has anyone seen a problem with clients obtaining a DHCP renewal from a
Windows 2003 DHCP server incorrectly? We have a random number that receive
an incorrect subnet mask. The vast majority receive the correct one. A
manual release and renew seems to fix the issue.

maybe it is not 2003 server issue. it is other derive like router as DHCP
assigning IP to win98.

All routers have been verified as correct. I have seen in some forums
notes about Nortel switches creating issues such as these. Anyone have any
ideas?
