windows 2003 and comm ports???

I'm running windows 2003 server and a digi modem card of
24 modems. I can only get 3 of the modems to work on the
card and have traced everything possible. Is it possible
that Windows 2003 is blocking out some of the ports? Any
ideals?

No.
