windows 2000 server Terminal service licensing service

Hello everyone,

i am seeing the following message on windows 2000 server where i have
installed terminal services licencing service.
The message is like this......

"The terminal services could not locate a license server. Confirm that all
license servers on the network are registered in WINS\DNS, accepting network
requests, and the Terminal Services Licensing Service is running.
event id---1010"...............

i have checked the local policy security option on the server

The local policy in question is Security Options | Additional restrictions
for anonymous connections. There are 3 possible values which are set in the
registry by configuring this policy:
0 - None. Rely on default permissions
1 - Do not allow enumeration of SAM accounts and shares
2 - No access without explicit anonymous permissions
it is selected to 1 i.e. default..still i am getting above message once in a
day.

What is the solution for this message to remove.
any suggestions are highly appreciated.
