XP's "My Network Places" wasn't designed to give an up-to-date picture
of the network. It includes shortcuts, created either manually or
automatically, to shared disks and folders on the network. Those
shortcuts don't go away when a computer is turned off. You can delete
shortcuts manually.
To see the computers that are currently on-line, click "View workgroup
computers". That screen is updated regularly. So is "Network
Neighborhood" in Windows 95/98/Me.
