This post may be offtopic but here is a problem description:
Hardware:
NewMedia LiveWire 10BaseT PCMCIA
PCMCIA: TI 1131
Drivers: Only 3.11 and 95 (VXD course)

Question: How to make win98se to start vxd driver?
Card works perfectly on win95 and linux.

PS: What is the difference in vxd driver loading on 95 and 98?
How to trace loading procedure?

Unless the card manufacturer has released Windows 98 drivers for the card,
you won't be able to get it to work in Windows 98.

So why sound card vxd driver is working perfectly on 98se?

Because it was designed to work on Windows 98 Second Edition?

The problem you're having has nothing to do with VxD versus WMD style
drivers. Windows 98 Second Edition supports both driver models. But the
driver itself must be compatible with Windows 98/SE or else it simply won't
work.
