win98 in win 2003 Domain

Hello NG!
hope you can help me, before i get mad

We´re desperately trying to integrate an win98 PC in a domain controlled by
a win2003 server.
We need it to be able to remote Debug a DotNet Application on Win98

we´ve already done:
a) installing activedirectory components on the win98 machine
b) activated WINS (with the ip of the Server)
c) activated "logon to NT Domain" on the Network connection Properties oft
the win 98

Serverside:
deactivated digital signing an the local security settings
DNS active
DHCP inactive (DHCP is controlled by network Hardware Router)

After login on the win98 machine i get the Error Massage:
"No Domainserver was available to validate your password...."

i´ve no idea anymore and would appreciate any Hints and helps!
