Win98 Slow network speed (Help!)

I have 1Mbps leased line and I have 30 Win98 PCs.
If I check line speed in one computer, that speed is just
average 350Kbps.
But If I checked by WinXP, the speed is 1000Kbps.
All environment is same except windows version.
How can I speed up for Win98 computers same as WinXP?
If anybody have idea or tools, please help me.

Run the tweak tester and do what it suggests.

That is just for DSL, Cable.
My environment is frame relay leased line.
Any idea?
And how can I cahnge MTU in Windows98?

It's the same process. I recommend you run it through as DSL and do what it
suggests.

Adjust the MTU in registry as if you were connected to a T1 (1.544Mbps)
line. That'll be close enough.
