WIN98 skips login screen

When I start up my computer it doesn't give me a logon
screen, and when I click log off the screen hazes over or
whatever but quickly flashes away and I'm back at my
desktop. I also noticed when the computer turns off (like
when I pushed the power button a few min ago) when it
starts up again it doesn't do a scandisk.
