Install Windows 2000 or XP.

Windows 98 wasn't designed for that type of security. The login
simply identifies a user to select personalized settings for desktop,
documents, Favorites, etc.

Here are two ways to prevent casual users from bypassing the logon.
Users with some advanced Windows knowledge can defeat them, although
#2 is much harder to defeat than #1.

1. When the logon is canceled, Windows actually logs the user on as
the "default" user. You can configure the default user to be
immediately logged off, causing the logon prompt to return:

2. Doug Knox has developed a procedure which requires a valid logon:

http://www.dougknox.com

Click "Security" and then click "Prevent Unauthorized Users from
accessing your computer". Be sure to follow the steps exactly as
documented.

You can do this by creating a local user policy using POLEDIT.

Try this
Add this DWORD value to registry

HKey_Local_Machine\Network\Logon\MustBeValidated
And set the value to 1

Be careful with this one! If you don't do it right, you can be locked
out of your computer, with no way to complete the login and no way to
cancel it.

For instructions on how to do it right:

1. Go to http://www.dougknox.com

2. Click "Security".

3. Click "Prevent Unauthorized Users from accessing your computer".

4. Follow the steps exactly as documented.

Except by booting into safe mode and removing (or changing) the value.
