Win98 network connections held open even after users logout

I have a win98 PC running as an Advanced Revelation
server. The users just have a drive mapped to the PC.
Their network connections aren't cleared all the time
whenever they log out of their pc's. Even when they shut
down the Net Watcher program still shows them on the
network with files open and this screws with my backups.
Any ideas? Thanks.
