Win98 IP network problem

A client is having trouble with windows 98 pc's not
pulling the correct subnet mask and they are forced to
release and renew almost every day. Statically assigning
the pc's is not an option. Why is the SB going to a
255.255.0.0 and not a 255.255.255.0 everytime the pc is
turned on? ( IP scheme is a 192.168.1.XXX )

>I think this is a problem if ICS is turned on as this is
the default scheme that ICS uses on 98
