Win98 doesn't shut down

When i shutdown and when i want to restart too, I get
this standard picture with the Win98 Logo and the little
message "windows is shutting down" written below. Then it
stays that way. And i can wait as long as i want. It
won't shut down.
What could be the cause of that? And how can i fix it?

Hi,

This is a common problem in Win98 SE where Fast Shutdown is still enabled.
Run MSCONFIG, click Advanced, and make sure Fast Shutdown is disabled.
If the Win98 SE Shutdown Supplement was installed this option will be not
appear in MSConfig. If that doesn't do it go to James Eshelman's Shutdown
Troubleshooting Site and go through it step by step.

You see, i have a Windows 98 First edition. What do i do
then? Oh and the link you gave isn't available yet.
