Win98 dialup networking

I'm working with 2 PC's which are both win98Se. They use
to connect together with an ISDN modem. It looks as if it
was set up for 1 to answer just like you would with an NT
server and RAS. The remote clicks on a dialup networking
icon and it displays the login and paswword box and the
ISDN number of the main but it never gets to verifying
user name and password anymore. Does anyone know if Win98
support this type of setup where it will authenticate a
login and password and supply DHCP info to the PPP
incomming call. I'm comming in on this problem on the tail
end and am not sure how it was originally setup.
