Win98 client can not connect to win2003 cluster

I can connect to the win2003 cluster with a winXP client, but not with a
win98 client. I tried ip address, will not connect. Not a DNS issue. The user
account should be OK due to winXP connecting. ? something missing on win98
client or win2003 cluster config issue.
