I had the same problem when trying to install a Belkin 54G wireless
card, and subsequently a Netgear 54G wireless card, into an older PC.
It turned out that these wireless cards will only work in PCI Ver. 2.2
slots, which have an extra 3.3 volt line wired into them. If you try
to use them in a pre-2.2 slot, they will send the PC haywire as you
describe.
By the way, only ATX motherboards have PCI 2.2 slots. AT motherboards
do not have them, because AT power supplies do not provide the
necessary 3.3 volt line.
