It sounds like you have some real problems going on there. For one turning
off the License logging service on all DCs in the domain, you should be able
to add an unlimited amount of users without *any* problems. It is not
"legal" to add users without actually having the CAL, but the Operating
system *should* *not* stop you from adding and connecting more users when
the license logging service is turned off.
ONLY an operating system that is NOT a server OS will completely stop
connections after 10 concurrent connections.

This sounds like you are looking on a Server with the license logging
service installed.
If you are indeed stopping the license logging service on your domain, and
your servers are still only allowing 10 concurrent connections, and the
above description is the actions you took on a server experiencing this
behavior, (only allowing 10 connections) this tells me that #1, this *is* a
server OS and not a Workstation OS used for a server, and #2 your Server OS
thinks it is a workstation. (only allowing 10 concurrent connections)
I don't know how you would get into this predicament let alone recover from
it, without formatting and re installing.
