Hi,
I also recently had a very similar problem. Every DHCP server restart
would reset one particular scope option back to server defaults.
Turns out I had a silly reservation in that scope - a network address
(eg, 192.168.1.0). Removing this entry allowed the DHCP server to save
the custom scope options permanently.
