Win2k3 - NAT - Restricting User Access

I have a single Win2k3 server with 2 nics running RAS and
NAT. One nic is connected to the internal network switch
while the 2nd nic is connected to the DSL Modem.
Everything works as expected. My question is: Is there
a built in feature to Win2k3 that allows the system admin
to restrict usage to the Internet to certain users or
groups? Does anyone here know of an inexpensive 3rd
party software that will accomplish this in the absence
of a built in feature to the O/S?

No, using bult-in features your task cannot be accomplished. From 3rd party
utilities you can use something like WinRoute but keep in mind that it gives
you only option to restrict access based on IP addresses -- this software
cannot read information from AD (actually all software that can cannot be
called as cheap). Also Winroute gives you an option to define grunting
password (so when user will be connecting using browser to Internet he/she
will get password prompt window)

If the users which you want to restrict always have specific IP address
range, then you can block them with 'outbound' filters.
