win2k server response for already allocated tunnel id for new SCCRQ req

Hi,

what will be response by win2k server when a l2tp client asks to
assign same tunnle id in SCCRQ which has been already assigned to same
client.

For ex: when the the windows l2tp client requests an assigned
tunnle id (SCCRQ) to windows 2k server, which has been already
allocated by server to different client or same client. How will the
server respond, it will allow the connection to create or send any ctl
msg to change the tunnle id.

can any one give an hint is it possible to instruct the windows l2tp
clinet to request a tunnel id x in SCCRQ to server, or else it will be
automatic
