Is it possable for a stand alone win2003 server join a
NT4.0 domain without running DNS on the NT4.0 DC?

Yes, this is possible. DNS is requirement for AD not for Windows NT domain

Check this article for more information on how to do it...

Am I correct then in assuming that I must set up WINS on
the NT 4.0 DC?

Yes, while I also think you could use lmhosts file instead of WINS.

lmhosts file is located at %windir%\system32\drivers\etc and if first called
lmhosts.sam. For OS to use it you have to rename it to lmohosts

I set up the lmhosts file on the win2003 server. I can
now contact the individual computers on the network, but
when i attempt to join the domain, it tells me the domain
controller can not be contacted. Any thoughts?

Here are my entries

192.168.2.10 Serv1 #PRE #DOM:dom01
192.168.2.11 Serv2 #PRE

The Serv1 computer is the NT 4.0 DC on domain dom01

Can you make sure that NetBT (NetBIOS over TCP) is enabled under TCP/IP
properties -> WINS tab.

On the WINS tab, both lmhosts and (NetBIOS over TCP) are
enabled
