Win Server 2K3 and modem query

I have a ethernet TCP/IP network of Win 2000 workstations with a Win 2K3
server (Standard edition). One of the workstations has an application that
requires access to 56K Modem and telephone line but there are no connections
available close by. The Win 2K3 server however has a USB 56k modem connected
as COM 3 - and phone line and is unused!
is it possible that I can get the workstation to be able to use the Server's
modem???? and if so how/what software do I need.

(Have done a trawl of the search engines but have become bogged down with
cable modem solutions dont quite fit the need)
