Win Server 2003 - Time issue

I have a single domain with three domain controllers and two non-domain
controllers one 2003 server running exchange 2003 and one windows 2003 NAS
server. four servers are running with their time set two minutes ahead of
the fifth server (PDC). When I run "net time" from any of my servers it
gives the time for one of my domain controllers which is not my RID, PDC, or
infrastructure master?

How do I get my servers to all sync with my PDC for time and ensure that my
desktops sync with this server. and how do I make sure that my PDC is
synced with World time. (all computers are in a single subnet, single
domain, Servers are all Windows 2003, desktops all windows xp sp2)

Ok, I have now looked through my Group Policies as well as running searches
on several computers registries and do not find any settings that would
force Net time to referr to a particular computer. All the information I
have read indicates that by default Net Time uses the PDC. But on all
computers including the PDC in my network when I type Net Time it gives me
the time and referrs to a different DC ( it may have been the PDC at one
time but is not now). How do I fix this?
