I figured out a fix anyway.
I had "Use DHCP for WINS resolution" checked on the WINS tab. I changed
this to "Enable WINS resolution" and entered the WINS server IP.
The DHCP server was providing the WINS server IP address, but somehow this
allowed the Win 98SE clients to logon.
