Win 98 user log in for network

I have a windows 98 machine peer to peer networked to 2 other machines,
yet I cannot get a user name prompt at boot in order to log onto the
network (workgroup)

The win98 laptop on the same network always throws up a username and
password login (whereby if you pressed cancel you'd still load the
desktop, but wouldn't be able to browse the network)

However, the desktop machine refuses to display a login, booting
straight into the desktop, and unless I boot to the desktop, go to
START, log off, and log in as a user, I can't see the network.

When I do go to START and log off, I get a "are you sure?" dialogue, and
on clicking 'yes', I get the username and password prompt for a login!

I can then login and browse the network.

I have checked Client for Microsoft Networks is installed and selected,
which it is.

I have checked, changed, uninstalled, reinstalled and configured all
network components, but cannot rectify the issue.

I even tried a registry hack that forced a login if the GUI loaded and
one hadn't been entered, but that didn't work at all!

I have deleted all PWL files, deleted users, and that hasn't worked.
I have re-created users, and that doesn't force a login either.

It seems that even regardless of the fact multiple users are set up on
the PC, the system will always by-pass the fact, and load as if it were
a single user system with no login required.

Help!

Should also mention I have tried TweakUI to force a login, and that
didn't work either. Something, i know not what, is forcing win98 to
ignore the fact it should be prompting for a username and password and
is carrying on into the GUI.

Start -> Settings -> Control Panel -> Network -> Primary Network Logon
is set to "Client for Microsoft Networks"?
