Win 98 SE Network not accessable

I just reinstalled 98 on my computer. I cannot access my
network. When I try it gives me "network not accessable"
I can access my computer and files from another computer
on the network which is running ME.
Also how do I get rid of the dialog box asking for a user
name and password when windows starts?
