Win 98 PCs cannot access Windows Small Business Server 2000

I have an SBS 2000 server with 4 win98 clients and 2 w2k
clients. The w2k clients can logon to the server and
access network resources without any problems.
Unfortunately when I try to log on via a win98 client I
get the following error message:

"The domain password you supplied is not correct, or
access to your logon server has been denied."

I get this message whatever user account I use even though
I can log on using all of the accounts from the w2k
clients.

What is even more confusing is that if I reboot the server
then the Win98 clients can log on but only for about a
minute. After about a minute they can no longer log on
but if they manage to log on during the minute they can
continue to access network resources. I have looked at
various "fixes", for the above error, on the Internet but
none of them fit my specific symptoms and none resolve my
problem.
