Is WINS and DNS properly configured on these PC's.
It's worth clearing caches:
ipconfig /flushdns
nbtstat -R
Also, check for stale records in hosts and lmhosts files and also purge
stale records in DNS and WINS databases (run scavenging).
It also won't hurt to delete all .pwl files on Win9x PC's.
As a workaround for these users, you may wish to install remote desktop
client software, and enable those users to connect to terminal service
session on proper server where they would be able to change their password.
