win 98 machine will not load tcpip stack

We recently aquired a new office with a few 98 machines.
This particular 98 machine has never been networked, and
when installing a modem or Nic card, the machine will not
tcpip. I have reinstalled the drivers for both the modem
and nic card and in device amnager they look healthy, but
in the Network Properties window, I do not see my adapter.

I believe the tcpip stack is not loading with my device.
Is there a file that could have lines commented out??

Problem solved. Bad Nic card. Went with 3com and it's
working fine.
