win 98 file access (shares)

I have set up a win2000 server, as a workgroup member, not
a domain controller. There is no DC at this time. The idea
being this will be a file server only in its most basic
form, for now. So I have created a share on a fat32 drive,
allowed full permissions under "sharing". There is of
course NO Security tab, as this is a fat32 drive. When i
try to connect on win98, it connects me to
" \\server\ipc$ " path, and requests a password. It does
not request a " user" only the password box is
available.The Win200Server admin password is incorrect.
How can I have win98 machines connect to this folder??
I have also added " annonymous logon" user group on the
folder, as well as the defaul "everyone".
WinXp machines have no problem.

you can create a user in win2000 server and login as this user (in win98 machine)
